  Association Bylaws
WOMEN’S SOUTHERN NEVADA GOLF ASSOCIATION STANDING RULES

SECTION 1. MEMBERSHIP

A. All women participating in WSNGA tournaments must have been born a female and meet amateur status as specified in the USGA Rules of Golf.
B. Each individual club must submit $5.00 dues per individual plus individual information forms by January 31 of each year.
C. For members joining individual clubs after January 31, the club will submit the membership fee ($5.00) and membership information form to the treasurer in a timely manner.
D. Of the $5.00 fee, $2.00 is paid to the Nevada State Women’s Golf Association (NSWGA).

SECTION 2. DIRECTOR RESPONSIBILITIES

A. Attend all meetings or provide a proxy in writing.
B. Post in a prominent area at your golf club: minutes, flyers, WSNGA, NSWGA, and invitational entry forms.
C. Volunteer to participate on WSNGA committees.
D. Keep your club members apprised of all WSNGA activities.
E. Encourage participation in all WSNGA and NSWGA tournaments and events.

SECTION 3. MEMBERSHIP DISCIPLINE

A. WSNGA Meeting attendance.

1. If a member club does not send two representatives or a written proxy for one, the President of said club will receive a written notice from the WSNGA President.
2. Upon a second such absence, any time in the calendar year, the club will be assessed a fine of $50.00.

B. General Membership. Refusal or neglect on the part of any club belonging to the WSNGA to comply with the By-laws, Standing Rules or decisions of the Board of Directors shall render such club liable to suspension or expulsion by a majority vote of a quorum of the Board of Directors. (See By-laws, Article III, Section 4)

1. Suspension Procedures.
a. Said club will be notified by the President in writing to the specific charges levied against the club.
b. Said club will have 15 days to respond in writing to the President
c. Upon receipt of the club’s response, a meeting of the Board of Directors and representatives of the club will be convened within 15 days for a hearing and decision.
2. Appeal Process.
a. If said club is suspended or reprimanded for misconduct, they may appeal in writing no later than 15 days after the decision of the Board of Directors.
b. The Board of Directors will respond in writing no later than 15 days after receiving the appeal letter.
c. The decision of the Board of Directors will be considered binding.

SECTION 4. SECRETARIAL PROCEDURES

A. A Director must give ample notice to the Secretary when requesting administrative support (agendas, charts, letters, duplicating, etc.).
B. The Secretary will determine the time frame for completion.
C. Directors requiring correspondence will provide the Secretary with a draft letter.

SECTION 5. COMMITTEE CHAIRPERSON RESPONSIBILITIES

A. Any WSNGA paperwork distributed to the general membership must be approved by a majority of the WSNGA Officers. These include, but are not limited to, the following:

1. Rules sheets
2. Information flyers
3. Entry forms
4. Team Play yearly packets
5. Calendar request forms

B. Services such as copying, faxing, etc., that can be completed by the Secretary will not be reimbursed without the prior approval of the Board of Directors.

SECTION 6. CALENDAR OF EVENTS

A. Calendar Chairperson will distribute to the Directors the calendar request form in June.
B. Clubs are required to turn the form in at the scheduled September meeting for their “proposed” dates for the next year (team play, invitational, member-guest, club championships, etc.).
C. If calendar conflicts exist, clubs will be notified for resolution and rescheduling.

SECTION 7. COURSE RATING

A. If a request for a new or revised course rating is submitted to the Course Rating Chairperson, it must be completed in four (4) months.
B. Two teams, with a minimum of four members each, will be responsible for course rating.
C. At a minimum, one course-rating seminar will be held per year for the expressed purpose of training and utilizing new personnel.
D. Course rating Chairperson will provide the Secretary with the date, time, and location of the course-rating seminar so notification can be made to all clubs.
E. The Course Rating Chairperson will provide a list of trained course raters to the Board of Directors.

SECTION 8. MEMBERSHIP IN THE NEVADA STATE WOMEN’S GOLF ASSOCIATION (NSWGA)

A. Each year the WSNGA Board of Directors will elect two members as part of their six delegates to the NSWGA Board of Directors. If a state delegate is unable to attend a meeting, she will appoint a proxy.
B. If a state delegate misses more than two NSWGA meetings in a calendar year, the WSNGA President will recommend a replacement to be approved by the WSNGA Board of Directors.
C. A delegate is restricted to two consecutive terms (6 years) and then must wait one year to be considered eligible for election to the NSWGA Board of Directors again.
D. WSNGA delegates to NSWGA may be from the membership at large at the time of nomination.
